Worked on making the various DRX scripts robust to DRX frames at the beginning of a file with a decimation value of zero.

Cleaned up drspec2hdf.py to make it a little faster. Changed how the bandpass normalizatoin is applied in plotHDF*.py to make it faster.

A little work on trying to converge plotHDF.py and plotHDFStokes.py to a common code base. Also fixed a variety of bugs with the data sub-sampling and added checks to make sure that Stokes files aren't opened with plotHDF and vis versa.

More work on plotHDF.py/plotHDFStokes.py. Added support to display the beam and sample rate as part of 'Details->Current File Info.' (similar to r859). Also, worked on adding in a new menu item and dialog box to change what portion of a HDF5 file is being displayed.
