Fixed a bug that caused shiftSDF.py to die when entering a date of the LST mode.

Beefed up the capabilities of shiftSDF.py such that it can do everything that shiftSDFLST.py, sol2radec.py, and jov2radec.py did (and more). Added command line usage to resolve.py so it can be used outside of a web server. Fixed the SDF parser to pick up on SESSION_REMPO comments related to how to get data back to the observers. Cleaned up all of the scripts that aren't needed now.

Fixed shiftSDFLST.py so that it actually works. Fixed a rounding problem in shiftSDF.py that truncates the millisecond values of the new times.

Added a version of shiftSDF.py called shiftSDFLST.py to make it easier to shift SDF files to another day at the same LST. Also, added in spectrometer support in sessionGUI.py.
