Added a script to read in a DR spectrometer file and convert it to HDF5 for use with plotHDF.py.

Make the total power units consistent with the power vs time plot in plotWaterfall.py and plotHDF.py. Fixed a typo in the MCS script output of trackSource.py.

Added in a main() function to validator.py so that it can also be used from the command line to validate SDF files against the sdf module's validator and tpss.

Added in two new scripts to convert TRK_JOV/TRK_SOL observations to TRK_RADEC. Added a __str__() method to sdf.Observation() to provide a nice way to print the observations.

Fixed the beam problem with sessionGUI/sdf.py. Before sessionGUI was set up to allow multiple beams to be scheduled at the same time within a session. However, that's not how a session works and, by definition, a session only uses one beam.

Added a new MCS0030 version of tpss to deal with more features of MCS0030. Fixed shiftSDF.py to also update the optional OBS_START field with the new date/time.

Modified plotShelterTemp.py to also work with the new files created by SHL MCS. Added in a script to plot PDU voltages from the SHL MCS software. Added a comment about which chassis is which to plotChassisTemps.py. Fixed a bug in formBeam.py related to some tested I did a while ago.
